Job Title: MANAGER, SR CONTRACT

Job Description:

SR CONTRACTS MANAGER - The successful candidate must be able to effectively
manage internal & external influences to aid the program team & the business
area in meeting customer & business objectives by balancing the requirements
of the contract(s) & the business. To that end, the candidate must: 1) Be able
to successfully interact with various levels of internal & external parties:
a. Internal - Senior Mgmt., Business Unit & Program Teams, Contracts Staff,
Legal, Finance, & other functional Departments. b. External Customers
including US Government agencies; Army, Navy, Air Force, GSA, JPO, DCAA,
DCMA-Phoenix, & Prime Contractors (Boeing, Lockheed Martin, etc.). 2) Have
extensive proposal & front end of the business experience including: a. Review
of solicitation documentation (SOW, Specifications, terms & conditions)
b. Leadership in generating compliant cost proposals through audits,
fact-finding, & negotiations to meet stated business goals/objectives
(including TINA compliant proposals) c. Leadership in complex negotiations
involving consideration, IP, warranty provisions, scope changes, changing
specifications d. The organization & management skills to document results of
fact-finding, negotiation & audit minutes & memorandum of agreement for the
negotiations. 3) Have extensive experience in reviewing contractual documents
for accuracy & adherence to agreements made, compliance with laws/regulations,
submitted proposals &/or negotiated results, the customer's intent, & the
business team's objectives prior to signature. Included with this, the
candidate would be responsible for institutionalizing contractual processes
within the assigned business area. 4) Possess strengths in providing
contractual leadership in performance of the contract & act as a focal point
to bring together Program, Engineering, Legal, Finance & other departments for
resolution of problems related to contract requirements. 5) Be a focal point
for all contractual communications & commitments to the customer on behalf of
the company. 6) Exhibit strong presentation skills as briefings on topical
issues to both internal & external interested parties regarding performance to
the stated contract(s), changes, & anticipated changes with resulting impacts
will be required. 7) Possess proven experience in business development &
contract creation (NDAs, MOUs, Teaming & IP Agreements, & other business
arrangements). 8) Mentor/supervise junior contracts professionals within the
same business area in meeting departmental, process, & business objectives.
SPECIFIC KNOWLEDGE:
Bachelor’s Degree preferred plus 9 years Contracts experience. In lieu of a
degree & associated experience, 13 years related experience & related
contracts/subcontracts courses will be considered. This may include
professional certifications. The successful candidate must have extensive
knowledge in the following areas of contract management 1) US Government
contracting: a. Various contracting vehicles (CPAF, FFP, GSA, etc.) b. FAR &
DFARS negotiations c. Working knowledge of Government contracting protocol
(Government & major DOD contractors) d. Proposal leadership IAW Truth In
Negotiations Act (TINA) e. Familiarity of Cost Accounting Standards
f. Financing methods (progress payments, milestone payments, performance-based
payments) g. Intellectual Property issues (IAW DFARS guidance) h. Change
management/change proposals 2) International Contracting & Export Regulations
(ITAR & EAR) 3) Understanding of subcontracting to aid in flow-down of prime
contract requirements. 4) Ability to institutionalize contracting philosophies
with team members and down to subcontractors. 5) Must be able to travel 20% of
the time. 6) Applicant must be capable of obtaining a US Security Clearance.
